EMCS Malta is proud to support businesses of all sizes as they take advantage of the Green Mobility Scheme, a national incentive helping companies shift toward cleaner and more sustainable transport solutions. The Green Mobility Scheme, continues to drive Malta’s shift toward cleaner mobility by supporting investments in commercial EV charging infrastructure.

The scheme is open to all eligible enterprises (small, medium, and large) provided they meet Malta Enterprise’s basic requirements, including being registered with the Malta Business Registry and employing at least five full‑time workers.

Funding Support for Charging Infrastructure

The scheme supports businesses investing in EV charging infrastructure, offering up to 50% funding for the full setup of private charging stations — from investment in equipment, installation and upgrades to the technical systems and works needed to make charging stations fully operational.

These investments are especially valuable for companies operating delivery fleets, logistics services, passenger transport, or any operation depending on commercial vehicles.

The support may take the form of:

  • Tax credits covering up to 50% of eligible investment costs
  • Interest rate subsidies on loans used to finance charging infrastructure investments

Charging installations must be located on properly licensed commercial premises used by the business—ensuring that the infrastructure directly supports day‑to‑day operations.

Not a de minimis Scheme

Unlike many other incentives, the Green Mobility Scheme does not fall under de minimis rules. It operates under the General Block Exemption Regulation (GBER), giving businesses more flexibility without consuming limited de minimis quotas.

This EU Grant Scheme seeks to support investment in equipment and machinery aimed at directly improving the productivity of the enterprise. Such investment can be aimed at expanding, diversifying, and/or innovating the operations, and by supporting initial investments.

Financing

This scheme is funded through the European Regional Development Fund and will part-finance 50% of the eligible costs with a minimum funding amount of €10,000 and maximum funding amount of €120,000 per operation. Investments in Gozo will benefit from an additional 10% aid intensity.

The Renovation of Private Sector Buildings Scheme funded under the Resilience and Recovery Fund has been launched. A company can benefit up to €1 million and the aid intensity is as follows:

Investments in Malta Investments in Gozo
Small and Micro 50% Small and Micro 55%
Medium 40% Medium 45%
Large 30% Large 35%

The scope of the support is to improve energy efficiency, reduce energy demand, lower carbon emissions and limited energy waste through the retrofitting of private sector buildings. Renovations to be undertaken must lead to a reduction of Primary energy demand (PED) of at least 30%.

Eligible Actions:

Actions that reduce the primary energy demand of the building by reducing the energy used for heating, cooling, ventilation, hot water and lighting are eligible.

Potential examples include:

  • Heating/cooling systems
  • Thermal insulation
  • Energy efficient apertures
  • Energy efficient lighting systems

Excluded:

  • Energy Generation from Renewable Energy Sources Activities
  • Actions on new buildings and extensions of existing buildings

Up to €200,000 to invest in Digital Technology for your Business

Digital has become the number one priority for all businesses. The Recovery and Resilience Plan for Malta is offering support through its two SME Digital Grant Schemes which were launched in June 2022 and extend till September 2022.

EMCS secures EU funds to cover 80% of the costs for this project (Eur124,000), the other 20% (Eur31,000) were covered by the parish church and the generosity of its parishioners.

The church that dominates the Naxxar main square is dedicated to the Nativity of Mary, it was built in 1630 and design by Tommaso Dingli.

The restoration project focused on the clean-up of the facade, the dome and the belfries as well as some other stonework.

Archpriest David Gauci explained that some of the stonework on the upper part had to be changed since it had deteriorated as a result of exposure to the elements and air pollution.

Parliamentary Secretary Chris Bonett stated that this is a perfect example of utilising EU funds in a tangible way. He explained that the restoration of several churches through EU funds together with the agreement between the Government and the Curia Foundation has been very fruitful in safeguarding, preserving and promoting Maltese heritage.

Auxiliary Bishop Joseph Galea Curmi added that during the two years of the pandemic, the Church continued to work on its conservation and restoration projects in a number of parishes and churches. The Church is committed to safeguard its Catholic cultural heritage which recalls the ancient history of the Maltese people.

Maltese Archdiocese Administrative Secretary Michael Pace Ross said the work on the Naxxar Church is part of the restoration programme on churches and chapels and the conservation of works of art launched three years ago and that originally included 15 different projects.
