EU Common Fisheries Policy - An EU Impact Assessment on the Local Industry
Commissioned by the Ministry for Agriculture and Fisheries, the study evaluated the impact of the removal of current local protection and the implications of adopting the EU's Common External Tariff (CET) and the adoption of the EU's special agreements with third countries in relation to fish and fishery products.
The study provided an analysis of the effect the above has on the present price structures of fresh capture fish, local fresh aquaculture products, imported fresh fish products and imported frozen fish products.
Reviewed the impact on the earnings of local fishermen
EMCS provided an analysis of the influence of the adoption of the Acquis on the possible sale of capture fish and local aquaculture products to EU member states as well as third countries. EMCS Ltd. reviewed the current EU programmes and funding available at both pre and post accession stage with particular emphasis on the FIFG. The organisation also provided recommendations deemed necessary for the survival of the fisheries sector within an EU environment.
Poseidon Project Experience
Poseidon is a global fisheries and aquaculture consultancy, providing independent advice to international and bilateral donor agencies, Governments, industry, NGO's and private clients. We are a group of highly qualified technical experts and project managers with many years of consulting and practical industry experience.
The Company has extensive experience in national, regional and international policy, legislation and management issues. Poseidon continues to deliver workable solutions to fisheries management both at the strategic level and through the development of fishery specific fisheries management plans. These plans are supported by a careful planning process which provides supporting work plans aimed at delivering the required outcomes
Policy papers have been produced for various organisations including FAO, WWF, the EU, Aus Aid, NZ Aid, national administrations and Regional Fishery Organisations, specifying policy objectives and tools. A number of regional policy reviews have also been undertaken. Special attention is paid to articulation of trade-offs that may need to be made in policy and management strategies, and to implementation arrangements and frameworks, with careful specification of budgets, timeframes and individual/institutional responsibilities
The Company has undertaken a wide range of economic evaluations covering costs and earnings in industrial and artisanal marine fisheries, aquaculture and processing, value chain and price analysis. The consultants are also skilled in the creation and specification of economic models and frame surveys to generate micro and macro economic outputs. Such techniques have been applied to assess the economic benefits of specific policy strategies, and in the development of business plans and practical guides for individuals and organisations seeking to improve their own production systems.
The Company's expertise of post-harvest issues is diverse. It includes the development of private sector strategic marketing plans for products/species, reviews of fish marketing and processing sectors in a number of countries, quality control and hygiene, analysis and mapping of commodity/supply chains and margins, fish utilisation and product development, eco-labelling, and issues relating to the regulatory environment of international trade
Poseidon works frequently for multilateral and bilateral agencies, NGOs and other clients at all stages of the project cycle. The company has extensive experience in designing projects, and in providing periodic monitoring/supervision and evaluation services during implementation, for example through supervision missions and Mid-Term Reviews. Programme and project performance are also evaluated on completion of interventions. Such design, monitoring and evaluation services are typically conducted against a set of criteria (efficiency/value for money, effectiveness, coherence, relevance, and sustainability), and against logical frameworks and relevant indicators (economic, social and environmental).
